Can a stolen iphone 4s be tracked in india if its switch off?

Well I can tell you I had an Android stolen in Mexico and it was trackable. I would think iPhone would be the same and I would think that it would not be much difference if it was stolen in Mexico or India.
Yes it can be tracked if the owner has where is my iPhone on another apple product. That can track it from any where in the world and see the exact pin point coordinates.

On Monday night my phone went missing at a nightclub, I'm unsure whether it was lost or stolen however a couple of other things went missing from my bag.
