Can I brighten a picture on my iPhone 5s some how?

Download Adobe Photoshop Express. It's free in the App Store. Once you have the app open and have chosen your photo, tap the icon in the center of the tool bar on the bottom. It looks like three little sliders. From there you can adjust exposure, contrast and a bunch of stuff.
