Can I buy an iPhone without a data package?

I'm interested in getting an iPhone, but I don't want to pay the ridiculous prices to get 4g or any kind of data package. If I got an iPhone, could I make it so that I could only use internet when there's Wi-Fi around so I wouldn't get charged the extra data fee?

Yes you can i had an iphone and didn't get a data plan and if you want to make sure you don't actually end up using data and just want to use wi-fi there are actual setting for this in the iphone itself you'll want to make sure you do this properly or else you will get charged a lot of money for data i didn't understand the whole data thing at first and ended up paying an extra $60 when i got my phone bill

You can, but just make sure the data is turned off all the time and Wi-Fi is on. ATT will charge you if they see any kind of data use, and will automatically put you on a data plan if you put your current sim card in it.
