Can I cut my sim card to make it fit into a iPhone 4 or 4s?
Will it work? Is there anyone who will do it for you?
Yes, I did this and there are cutters on Ebay to cut it correctly, I cut mine with a regular scissors, there even is a converter to make it regular sized again if you want to go back, I'll tell you its a pain in the azz to take the smaller sim and get it aligned back in a normal slot (I used the original clippings from when I made it smaller.
Yes go on google images and download a template. Put chip on template and cut.

Because my current phone isn't working I'm going to buy an unlocked iPhone 4, I don't want to pay £30+ a month so is it possible to cut my sim card into a micro sim? Will this work?
