Only iDevices with A4 chip will be able to jailbreak 6.1.3 which means iPhone 4s&5 won't be jailbreakable. There's no way you can install cydia on your iPhone without jailbreaking but You can download tweaks and themes(cydia content) from the web. But again, without cydia you can't use those stuff.
To download cydia, it requires a jailbreak, unless it isn't a legit cydia that lets you download tweaks and apps not authorized by apple

- Why can't i download from cydia? I just jailbroke my iphone 5 on on 6.1 with the evasion release, but i can't download anything i try to. I get red god errors. Is there anything i can do to change that? Not even the most simplest of downloads like ifile or winter board.

- Jailbreak redsn0w can't let me download in Cydia? I installed Cydia using redsnow and when I was done, there's a cydia app in the menu. So I tapped it and pressed featured which is because I wanna download themes. So I tried to click one but it says "Can't find package" and it says I should download more sources. How do I download these sources? Or at least how do I get around to this obstacle? I had an iphone 3gs with ios 6.1.3 before jailbreaking if that's anywhere useful.
- I downloaded evasi0n 7, but cydia didn' download (jailbreak)? I have an iphone 4 with ios 7.0.4 and I have the latest version of evasion 7 downloaded. I did everything correctly, but when the jailbreak was finished the 'evasi0n 7' app was there, but cydia wasn't. I've tried it multiple times. Someone please help. (btw I did turn off my passcode)
