Can I get a tattoo at 17 with consent but without a parent/guardian present? (Florida)?

I've gotten two tattoos in my home state (one at 15, one at 16), both times with my mutti present to provide consent. I'm 17 as of last December, and I'll be travelling to meet my best friend in the summer, where I want to get a matching tattoo done with her.

I've read into tattoo laws in each state, and it says that in Florida (where I'll be), for a minor to get a tattoo requires written, notarised consent from a parent/guardian.

So, my query is: Does that mean it would work for my mutti write a letter of permission, get it notarised, and then bring it across the country? Or should I have my friend mail me an official form from a parlor and have my mutti sign on that to bring back?

If necessary, I will ask my friend to call multiple parlors to see if they'll allow it and/or what additional hoops I must jump through to get this done before Hanukkah.

The tattoos will be fairly small (maybe 2x2.5, 2x3.5 MAX), on our arms, 2-4 solid colours (not including black), and will be done in southern Fort Myers, if that helps.

Please do not tell me to wait for the next 6 months; this may be the only time I'll get to meet her in person for a very long time (she hasn't enough money for gas/a plane ticket and doesn't like to drive long distances, and I'm riding on an extremely special occasion and not planning on getting a license anytime soon). We want to get these done together rather than base them off of iPod/iPhone photos from a country away.
