You don't refurbish it per say. It will most likely be locked out of the cellular networks forever once its listed as lost or stolen. Then it will only be useful as a multimedia player and Wi-Fi device.
They get refurbished once they are returned by the owner (depending on the place it is being returned to).
A found iPhone would be useless to you anyway since it would require the owner's Apple ID & password to be properly activated.
