Yes you can - but you'll have to pay the international rates magicjack has - which are not the best.
Better rates you have with some other apps such these here: http://www.gonevoip.ca/long-distance/ I particularly love Localphone(you can also txt international for cheap) but Rebtel is also good and Skype is just a classic.
