Yes you must tell buyer it is locked and who the carrier is also there's a process of unlocking the phone in which radio shack or Verizon can do they just need very little info
Well it depends on what you mean, if your talking about locked on the lock screen that can be sellable if someone knows how to bypass the look screen lock but if you mean I cloud lock where it asks you to type in your apple id you might be screwed which you find all over eBay but no one buys, hoped this helped. I might as well add to that if your talking about cellular locked this is definitely a yes as long as you add or tell someone before you sell and again hoped I helped.
