Can I unlock an iPhone blocked on t mobile (outstanding balance) and use it for a different carrier?

I bought an iPhone the other day (got scammed). Found out the phone had an outstanding balance on t mobile. I used one imei checker and saw it was clean, but after I purchased it, another checker said it was blocked because of an outstanding balance. Can I just unlock it and use it for a different carrier?

You can try, but in most countries these days a block on one network is now shared across all networks.
