Can i use an iphone 3gs Wi-Fi without having a sim card (basically as an ipod touch)?

I have a blackberry with Wi-Fi and blutooth but it won't let me use the Wi-Fi because the sim card is expired. Does this happen to the iphone too or can i use it as an ipo (i want to buy an iphone from ebay and use it as an ipod touch)
