Can I use an iphone without a data plan?

If I put my SIM card into my iphone and turn off cellular data under settings on the iPhone, can I use the iphone without having to pay for data or any other charges other than texting and calling?

Yes. You can, but only if this is an iPhone you're getting without a contract. If you are on-contract, you are on-contract with the data plan, so turning off your cellular data doesn't help (unless you're going over your data limit).

I'm pretty sure you can because my friend did that and then he finally got a data plan but make sure you turn off cellular data because if you don't AT&T will charge you alot if you don't have a data plan

No, AT&T will detect that you put their sim in a smartphone and automatically add a data plan.
