Can you use an iPhone without a data plan?

I've heard you can use the iPhone without a data plan by turning off the data on the phone before putting your SIM card in. My friend has been doing this for a while with a hand-me-down iPhone 3 he has. Does this also work with an iPhone 4? Another friend has given me her old iPhone 4 that I would like to use but I do not want to pay for a data plan when I could just use Wi-Fi. My carrier is AT&T and the phone is an AT&T phone as well.
