Can mcdonalds managers access surveillance videos if necessary?

A person sitting next to me stepped away from their table to get a soda refill and left there iphone charging, while I was eating I noticed this girl who was sitting behind him looking at it, when he returned it was gong! Then he got the manager and started looking around and asking people if they accidently took it, now the girl totally lied, it was mind blowing, she has a iphone 6 plus and took this guys tiny iphone 4 or older, I told him he can use find my phone and or even tell the police to scare her and she had the nerve to stand there as advise the guy on how to contact apple and police about his lost or stolen iPhone, so I suggested he asks the manager to look at the serveilence videos and what do you know, the girl had to run, by the time we got to the manager I told the guy she did it and they should look at the serveilence videos, but he claimed he sees her around for years, like it's a small town and they all know each other, meaning imm the only suspect now, yet he refused to tell me and the victim if he has access to the video cameras, do managers have access or not, because if he does he certainly covered this one up for his female buddy.

Even if they can't, the police can. That is, assuming the video cameras are real and not there for looks. You would be surprised how many places refuse to spend the money on real surveillance cameras were even record the footage if they are real.

He does have access to them and he is under no obligation to let you see them, to look at them for you or to help a customer recover a stolen item.
