The phone can be traced by the IMEI number as soon as it connects to a network.
Would the police bother? I doubt it - they have bigger things going on than tracing your lost/stolen iPhone.
Contact your network to get the phone blocked - you may not get it back but at least it will be useless to whoever tries to use it.

- I had my iPhone 4s stolen and can't find the serial number? I bought it used so the serial number with the packaging won't help, I obviously can't look on the device itself, and the icloud only gives a few digits. I d have backups on my computer but not sure where to find it.
