Can the police track a stolen iphone 5 without the simcard?

My friend got her phone stolen.
Her location services were on but now the phone is turned off.
Is it possible for the police to track where the person turned it off last if the sim cards taken out?
please help!

Added (1). Also, what if the person breaks the iPhone and takes out the simcard. Is it trackable at all?

Only if they get a court order, they could have the wireless company triangulate it with their towers, but they won't, its not considered valueable enough.

your best option is just report it stolen so its blacklisted and move on.
