Can you buy the iphone and use it without activating it?

If I were to buy an iphone 4 or 4s, could I buy them and just run them off of wi-fi? Basically I want to use them as an iPod touch but I just think iPhones look better. Could I "activate" it by using a false SIM card?

You can't buy it at the discounted/contract price… These REQUIRE activation, and if you don't activate it, you will be sent a bill for the difference

Makes no sense. They stil have 2 year plans which you would have to pay either way. Also they are activated before you leave the store with them. Better off getting the iPod touch to actually use as an iPod touch than an iPhone.

Yes, but a 16gb iPhone 4s is $549 without a contract. A 16gb iPod Touch is $199. Seems to be a waste of money for the sake of looks.
