Can you bypass ios 7 icloud lock?

I bought a iphone second hand and when i received it i started setting it up then a icoud lock came on it and it was looking for the prevest owners i clound information, i can get a hold of the person i bought it off, is there anyway of bypassing iclound on ios as i know you could do it on io6, i looked it up on youtbe how to do it on ios 7 but they all don't bypass it properly it just brings you to the home screen but you can't use and apps or go it to setting. If anyone could help me i would really appreciate it.

If you want to help your self search for the owner and give to him back or ask him or the icloud lock because with out them you will never bypass that lock the hacker won't do a hacktivate for ios7 they want to prevent theft, they did in ios6 and the others but in ios7 the want so this is your only solution.
