Can you downgrade iPhone 4s back to 5.1.1 from iOS 6?
I'm debating on whether or not if I should buy an iPhone 4s. Does it sell on iOS 5 or 6? If I buy it will I be able to unlock it?

Your best bet would be to post on http://www.modmyi.com/ or similar jailbreak websites. It's a painful process to downgrade, but if you really want to, that's the place to ask.
