No. If it's not connected to a network of any kind it's not going to get the signal to remotely erase. However the instant it does Connect to a network it will get that request and will perform that action. For example if you put an iPhone in lost mode or remote erase using iCloud.com when the phone is connected to a network or is going to a network it will then perform that action.
