Can you imessage on an iPhone 3GS without a SIM card?

I have an old iPhone 3gs and it doesn't have service or a SIM card.Am I able to use iMessage without a SIM card? If not, is it possible to buy a SIM card and be able to use it for iMessage? Or will I have to get service for the SIM card to work?

You may be able to use it like an ipod over a wi-fi network?
