Deactivated iPhone 4 won't turn on or charge?

I used to use a iPhone 4 until I bought a new iPhone 5 earlier this year. I want to get my pictures off my iPhone 4 but it won't turn on or even charge, I'm not sure if it's because I got a new phone or what, does anyone know what I should do?

Your new phone has nothing to do with your old phone problems. Bring your iPhone 4 to your local Apple store then see what they say.

Everything was working fine until today when I installed a tweak. After the tweak installed I had to restart springboard, now it won't turn on. The apple logo pops up then goes away. I plugged it into my laptop and reset it but it's still doing the same thing.
