Do I have a good reason to file a police report against my landlord?

I live in an apartment and the landlord comes in my apartment once a week to make some bogus maintenance repair. We've been living in the apartment for 5 weeks now, and they've come in 3/5 of those weeks claiming to fix things that don't even need to be fixed and we're not even complaining about them. They first came in to fix a "faulty oven drawer". Then said they were coming the next week to repair our kitchen faucet. I called the office to question them on why they were coming to fix the kitchen faucet because I found nothing to be wrong with it and the lady in the office responded with "I don't know." Then when the maintenance guy came for the kitchen sink, he didn't even look at it and instead went into "check our bathroom." Then today I got back to my apartment and the $500 Iphone that I ordered was sitting in my apartment with a note on it saying "I signed for it, John from #%$^@ housing company." I was appalled that he signed for my package while I was not home. That to me seems illegal. I don't know if he was in my apartment while I was gone and signed for it, or if he approached the UPS man while he was in the hallway, but either way I'm not okay with that and feel like everything they've been doing lately is crossing the line. I called today to complain about all of this and the guy had no idea what to say. I asked him why they haven't fixed all of this stuff before we moved in or atleast all at one time so they don't need to keep coming back once a week and inconveniencing my roommates and I. I asked him to tell me what else they plan on fixing and he told me he doesn't know because the maintenance men have the list of what else needs to be fixed. So I ran into the maintenance men after I hung up and asked them and they told me the office has the list and tells them what to fix. This affirmed my feeling of them making up reasons just to come in and scope out my apartment to make sure we're not doing anything wrong. It feels illegal to me and it makes me feel uneasy to know these men just waltz into my apartment whenever they want to. Do I have reason to file a police report?

No, you have a reason to send a certified letter to the building owner, not the manager, and complain about the bogus repairs that the manager is authorizing and the owner is paying for. You also have a reason to put a new deadbolt on the door and not give them a key. In almost any state the landlord must give at least 24 hours notice of intention to enter your premises and you can refuse to allow it if you are not going to be at home.

Frankly, when I rented I would have been thrill to have a landlord I didn't have to hound to fix something.
