Do I have to be on Skype to receive calls?

I have the iPhone app. I'd like to be able to get the calls without being on the app. Like if I'm on twitter and someone Skype calls me, will it show up on my screen like a regular phone call would? Do I have to set this up in settings? If so. How do I do it?

what i do is keep skype running on my phone through data connection or Wi-Fi and when a call comes your phone will ring just the same as if you were on skype.
