You will not be able to make calls or send texts, but you most certainly can just use the Wi-Fi at home. If you want to put it on a plan that you don't already have, then you will have to purchase a data plan. But if you have a basic plan with a GSM carrier, then you can just take out the sim card and put it in the phone (assuming it is the right size SIM). If not, then you can just use the Wi-Fi at your home.
