Do i really need an avr to use my pricey notebook?

I'm curious if i need an automatic voltage regulator to keep my pricey notebook from receiving damage

for example do i not even charge my notebook or iphone the night i arrive in the hotel?
its a long flight so i imagine all my gadgets will be discharged upon arrival…

Most portable devices have an adapter that can operate with the power systems of any country. They convert the local voltage to what is needed by the device. The adapter would have a regulator built in and the laptop itself would also have a regulator to deal with small spikes in the current. In Addition if there's a spike on the line both the adapter and your device will fail to safe. Maybe they will stop working, but the cost fixing is essentially replacing a fuse.

Voltage regulators are not all the same. A basic power board will cut off when the current spikes, while a full voltage regulator will not only deal with spikes but also handle fluctuation in the current. The best type of regulator has its own battery to handle both increases and decreases in power. You don't really need one of these because they are heavy and the laptop has its own batter.
