No, the carrier has blacklisted the phone's IMEI, so until the phone is paid off to the original carrier the phone wok be unusable in South America, North America, Europe and Australia (pretty much anywhere there's cell service). So ONLY an idiot that knows nothing about used phones and what can bar then from being eligible for resale or being told that phones reported at lost, stolen or not fully paid for, are in fact not eligible for resale and can't be activated on a carrier. Also they can be reported after being sold, and become deactivated later, in both cases you bought a rock that looks like a cell phone. In other words were told you ate being scammed by the scammer, and still threw your money at them.
