No they ship with the first ios version te device was created with and put the update available so you can choose to update immediately if you choose and this is because many people many not like new updates an so given the constructive critism they give customers the choice of upgrading or not
Yes all apple devices ship with the latest ios post release date. Not all devices will support it however so especially check the apple store to be sure. However yes a 5s will have ios 9 on it already. You are not given the choice to upgrade to it.
- Why would Apple make FaceTime only compatible with iOS devices? It doesn't make sense what if someone has an Android! Then FaceTime is useless to the person with the iPhone who wants to video chat with the person with the Android.
