If you use the iPhone to download them, and your iPhone isn't on Wi-Fi, then yes it will use data.
You could download apps using iTunes on your computer, and then sync the apps to your iPhone. That would never use data on your phone.
- Would downloading and streaming while Wi-Fi is on still take up cellular data? I turned cellular data off on my iPhone and turned on Wi-Fi. I'm allowed 7GB of data each month and the cell carrier told me not to make and big downloads or stream videos or it will slow my internet down. If I do these things while Wi-Fi is on, would I still be using up the 7GB? Or can I download and stream freely like I did with my iPod?

I download updates to apps and download new podcasts etc., but whenever I plug in my phone into my computer, the iphone is detected, but the apps in iTunes still haven't been updated nor have the podcasts appear in iTunes, and it is such a pain to download everything via iTunes store on the computer… Any ideas why my phone isn't syncing this stuff?
