All apps use your devices data to make downloads as long as you have a data plan it will not incur additional data charges.
Iphone apps are sold by apple. If your asking if they will charge for data, they charge for anything sent or received over 3g or 4g
- Will You Lose Your Apps When You reset your iPhone? Will u lose all your apps when you tap on "Erase Content and Settings" on your iPhone? Because i recently paid for a few apps.

I turned off cellular data and 4G LTE and stuff because I've been getting messages from Verizon saying that I've used up 50% and 75% of my plan for the next bill or that "the number ending in #### is being billed data overage"
