No way.

No; finger print identification isn't built into phones.

Yes you can just try it

You will have to erase the phone and start fresh. Hopefully you've got a backup in iTunes or iCloud.

Well setting up Touch ID in the 1st place is to use the scanner rather than the passcode, though they make you use a passcode as a backup or in case of someone else using the phone & also when you restart the phone (the 1st time only).

If you can't remember the passcode you'd have to look at recovery options.

You can unless the phone was just restarted or turned on.

Touch ID once set up, doesn't require you to enter your passcode on an iPhone unless you just rebooted your phone, or, the Touch ID failed to read your fingerprints for 5 times.

However, the problem now is that to set up your touch ID, you would need to first unlock your phone, which requires a passcode. Furthermore, going to the Touch ID settings requires you to enter your password again.

Now, since you're question implies that you have not set up touch ID, and can't remember your passcode, you won't be able to set up touch ID. So the answer is no. You can't, if you can't remember your passcode.
