You did not find a discarded iphone. If you found one, you need to turn it in to proper authorities. Try to use it, and it could alert the owner and/or apple.

To answer your question, no, it doesn't work like that. SIM cards don't hold any data, swapping the SIM may allow you to receive calls via that number but that's it. The passcode will still be there, all their data will still be there. Also their iCloud info will be there which means you won't be able to restore it without entering their password, making the phone as useful as a paperweight

The phone would have Activation Lock on it so it would be a paperweight without the Apple ID & password originally signed into it.

So you could change the SIM all you want, wouldn't help it being 'your' phone.

If the person who lost it, had a passcode lock set, then you'll be unable to reimage it.
