Free personal hotspot verizon iPhone 4S?

Personal hotspot should be available directly from the settings menu, if it is not, do this:
Settings>General>Network, tap "Set Up Personal Hotspot"
Practically impossible without jailbreaking (doubtful that it'll work even if you jailbreak it). If you don't have an unlimited data plan, then you're going to have problems. But if you're on a tiered plan, then you shouldn't have problems with the mobile hotspot. Hope this helped.
