How to purchase apps without money in the bank?

I had an iPhone 3GS and when I purchased apps was able to buy them through the app store without having money in the bank, I would then be billed at a later date…
I've now have an iPhone 4s and can't remember how you turn this facility on. It currently won't let me buy any apps as I have no funds in the account.
I think it was called click and buy but I can't seem to get it activated on my new phone.
Any ideas?

Don't know what type of apps you're looking for but you shld have an apps button in your iPhone 4s. I go to mine and type in either free apps or whatever I'm looking for and it'll show me the free ones first. Hope this helps.
