How to enable Multitasking and Homescreen Wallpaper on the iPhone 3G?

Okay, so I have an iPhone 3G and I've seen some other people with the same phone as me exept they have multitasking (where you click the home button twice and other apps come up on the bottom) and homescreen wallpaper (the background or wallpaper picture behind the apps) at the moment it's just black behind the apps and ipod comes up when I click the button twice. I would also love to know how to do this WITHOUT jailbreaking as I'm worried it wil wreck my phone.
I realise that the people I've seen with these privliages on their phone may have 3Gs, but I also have heard it is possible to do to an iPhone 3G, if I will have to jailbreak, is there a way which is safe and how can I do that? Please answer.

You have to update it to iOS 4.2.1 at least. You should be able to do this in iTunes somewhere. Look up a tutorial on youtube.
