IMEI Blacklisted or is the phone carrier locked to a particular carrier?

If blacklisted, I would not pay more that $50 bucks for it, since it can't get activated on any carrier, including the carrier that blacklisted it, due to the other not paying their bill, the owner skipped out on paying for the phone in full or the phone being reported lost or stolen.

If it's locked, the price would not be higher than a 70% discount of its retailing price.
