How to activate ios 7 on iPhone 4 that has no SIM card?

I have an old iPhone in my drawer and would like to install ios7 on it. However, I read that ios7 won't install if there's no sim. Is there any way around this?

You need to register your device's UDID with a developer account through a site like http://www.udid.in/.It's $5, and then you should be able to activate the beta.
