How to blacklist / block a number in an iPhone 5?

I really need to block this number. Everyday I get about a hundred calls from him and it drains my phone's battery. This is harassment. I do not want to take drastic measures such as reporting to a police. I just want him to stop.

How do I block him without the need to download any app?

I routinely "Block Caller" telemarketers, so does using the iPhone "Block Caller" option block all calls, or will the calls still come through and just show up as "Unknown"?
