Unblock a iphone 4 imei from carrier blacklist?

I have factory unlocked it but still no luck it is basically an expensive ipod

Edit: I was using an iphone 3G for about a year and then moved my card over to the 4s.

I reported it stolen/ missing at the time and it got blocked- obviously I can't really afford a brand new iPhone 5 when this one is fine but now my sim doesn't work (no signal just 3G) if I go to O2 with proof it's me will they unblock it for me?
- Is there anyway to unblock an IMEI number? Some more information: I bought the phone off of craigslist, it is an iPhone 5S, my network is T-Mobile, and it says it's stolen when I check the IMEI number on T-Mobile's website. It worked for a few months until recently
