How to extend Wi-Fi using an iPhone (5c iOS 9)?
Any app or function that works like mobile hotspot but extends Wi-Fi, as opposed to mobile data, as my pic can't reach Wi-Fi in my room but my phone can. No jailbreak please.

Sadly, the iPhone 5C's wireless card does not support hosted networks, only the cellular receiver. This means that you can only use cellular data as a hotspot. If you decide to jailbreak, you can try MyWi which may or may not do what your looking for - I can't remember. See source.
