And yes, there's a way you can do that. Try talking to your phone company i.e. Verizon, Virgin Mobile, At&T, Sprint, CricKet, etc…
They'll give you some sort of separate cellphone plan for that!
But what I've also heard is that you can go to your settings, and change the wi-fi mode to off. My friend did this, but they still charged her, so she had to call the company!

All smartphones require data plans, whether you use it or not.
Just get an iTouch if you want something like an iPhone so bad, and then just get some basic phone.
