How to get back permanently deleted videos/files on my iPhone?

Technically yes. The pictures are still there until you save over them with something new. But if you were to say reset the phone, download a bunch of new apps, they very likely would have been saved over the old pictures.
As for recovering them if you haven't saved over them, I wouldn't know where to begin doing that on a phone. There are a number of free programs to do it on a computer though.
Are you crazy? When you press delete. Literally nothing will be deleted, all you have to do is back it up or save a google account to another device. Its that simple.
