Yes it is safe to have, and in order to get it you have to connect to itunes on your computer and click on "check for update." it should guide you from there.
I don't think the other person realizes that iOS 7 isn't out yet. It won't be released to the public until the fall, but you can install it early if you register your device's UDID with a developer account through a site like http://www.udid.in/.It's $5, and then you can try out the new OS before everyone else. That's how I got it on my 4S.
Register your UDID at www.udidregistration101.webs.com and they can help you get your proper IOS 7 download links and as well help you get IOS 7 onto your iDevice. They will register you within 10 min.
It's only safe if you're registered under a developer.
