How to get my Verizon iPhone 4 unblocked?

I purchased an iPhone 4 from my brother-in-law, but I can't transfer my service to it. When I tried, they told me that it had been reported as lost/stolen, and was therefore blocked. I KNOW that it isn't stolen, and I KNOW who reported it. But I can't get her to unblock it. Is there anything I can do? Or did I waste my money buying it?

Unless you can get the original owner to call Verizon to unblock there's nothing you can do. Sorry.

Then a couple weeks ago I decided to unblocked them. In my settings it says I have no one blocked but I'm still not reviving text messages from that person when I know they have been sending them.
