How to get service to a Iphone 4s and unlock to all networks?

I have a iphone 4s. It has no service. I found it and its in great condition and full working order. It has an orange sim card in currently. Does anyone know how to get this phone in working order please? I have a 02 sim card but i imagine i need to unlock the phone to all networks to get the 02 sim to work. Can anyone help here with these two queries.

If you found it then the phone has probably been reported as lost and blocked so that it can no longer be used, a blocked phone is not the same as a locked one.

If a phone is simply locked it will run on the network it is assigned to but if it is blocked you will never get it to run on any network and you will never be able to unlock it, the owner of the phone would have reported it and Orange have now used the IME number to block that phone so it can't be used which is why it says 'no service', there's nothing you can do to get this phone working, they block it to prevent that.
