You don't. You jailbreak to get Cydia.
When you jailbreak, you're basically allowing your device to run any code that's not been checked and signed by Apple.
Apple doesn't like Cydia because it lets you modify your iPhone a lot so they don't sign it at all. That means you need to jailbreak to install Cydia. I know it sucks, but we're all waiting for a jailbreak for the new version. If anyone says they can help you by sending you to links, sadly they are lying - it's either a dodgy fake version of it that can't do any of the things Cydia can do, or it's a complete scam that will try and make you pay. Honestly best to avoid these things.
Jailbreaking simply puts Cydia onto your phone. There's no way to get Cydia without jailbreaking however there are a couple of alternatives you can use like iNoCydia but they are not nearly as good. I recommend just going ahead and jailbreaking your phone.
