How to make a application and publish it without spending any money?
I don't care if its on iphone or samsung
If you write the code yourself, then you don't have to spend a dime. I doubt anyone is going to code you an "app" for free unless it is charity related.
Your create the app using a programming language. (iPhone: objective C + XCode, Android: possibly Java2ME)

For iPhones, afaik you have to pay a hefty fee to be able to develop apps (~ $10, 000). And you can only put it in the App store if Apple approves of it.
tl;dr: if you have to ask that question, you're in way over your head. Sorry.
- Why won't YouTube let me publish videos from my iPhone? Everytime I try and upload a video from my iPhone. It does the "Preparing Video" and about halfway through a message appears saying the video couldn't be published. I just tried uploading a video that shows how to get the "Super Perks" and "Beauty of Annihilation" Easter egg on Call of Duty: Black Ops zombies mode. The video is 19:06 minutes long. I know it will post because I've seen 40 minute long videos.
- Is it worth spending more money for an iphone 4s? I'm considering getting an iphone instead of my blackberry. I thought the iphone 4 was ok. The 4s is more money obviously but is it worth it for the extra? Or should I just get the 4?
