How to make an iphone 4 wallpaper with Gimp?

That is too low-res to be "retina display quality" and it isn't possible to make an image higher resolution than it already is (you can't just "magic" the required image pixels out of thin air) Enlarging an image also degrades image quality- it just makes your low res image bigger, blurrier and pixelated.
The iPhone 4 retina display spec is 960×640 pixels at 326ppi (pixels per inch), so, to display perfectly on an iPhone 4 you need the image to be no smaller than 960×960 pixels
Retina display quality - ROFLMAO. The quality of a display has nothing to do with the quality of an image. The two things are totally separate. A digital image displays the same on every device according to the native resolution of the device itself - which has nothing whatsoever to do with the resolution of the image. The only difference you will notice is that images of the same size (in pixels) will look slightly smaller on an iPhone, than on lower resolution devices - because there are more pixels crammed into a smaller space. There are no special image types for iPhones or retina displays. A retina display is simply a regular display shrunk down to fit on a phone.
A 403 x 403 pixel image is not the size of wall paper for the iphone 4. What you want is a 960x640 pixel image. If the image isn't big enough to begin with, then you will have to find a bigger image, or create one from scratch. You can't increase the quality of an image in any image editor. It's not possible. If you try to scale it up, you will just make it blurrier.
To make an image fit on an iphone screen, all you need to do is crop any image to 960 x 640 pixels, or reduce it's size using Image > Scale Image, in GIMP. Then crop it to those dimensions using the fixed aspect ratio option in the Tool Options for the crop tool. Since the iPhone display is tiny and when you rescale large image down to tiny images, they tend to look less detailed, you may also want to sharpen the image using Filters > Enhance > Unsharp Mask before you export the image as a jpeg.
