How to make video calls over a mobile network on iphone?

Apples website says iPhone 4S and 5 can make video calls over a mobile network as well as FaceTime over 3G and Wi-Fi but how?

Why is my iPhone copying the same video over and over? So I took a screen recording earlier today and when I went to send it, there were about 50 of the same video. I thought alright i'll just delete them. So I did. And they returned. I now have over 300 of the same video and it keeps copying itself.
Why are international calls barred on my iPhone 4s on EE's Tmobile network (UK)? The problem is whenever I try to call abroad, I get a message saying international calls are barred. I use to make them before I got my iPhone so I'm not sure if it's a phone problem. I've called up T-mobile many times but they tell me international calls should be working and there's no issue. Has anyone else come across this issue or know how to resolve it.

My iPhone 4S keeps vibrating over and over for no reason? It does it like every 10 minutes for about 30 seconds. It's almost like getting a notification every second. I'm not getting any notifications though, it's just vibrating for no reason whatsoever… What's wrong with it?
