How to permanently unlock iPhone 4?

Hi, i would like to unlock my iPhone permanently. Before Christmas I bought my son a iPhone 4 for Christmas. It is att locked and my son jail broke it. Now my family wants to travel to Europe starting August. Currently my son is on a att go-phone plan and we do not want to pay large sums for going abroad. Is there a way for permanently unlock? Att can't unlock it because the phone does not have a account with a 2 year contract. Is there any other way?

Also my son ever since October, has been hyped about the Galaxy Nexus, however in December the phone cost 700, now on eBay it costs around 300-400 (same price i paid for iPhone 4 in Dec). Should i sell the iPhone and get the Nexus. He loves android (especially with new "Jelly Bean" OS coming out) and the Nexus works on tmo "4g" network. However i think that buying a new phone will be too much of a hassle (and time consuming) and the probably of switching phones is less than 20%.
